[Ccarc] repeater reset

The .18 repeater started acting intermittent today.  I went to the water 
tank site and
found the circuit breaker was tripped. I reset it and the power went up from 
12 watts to 40 watts and the battery from 11.9 to 14.9  (7 cells in series). 
Now the repeater acts normal. I remember hearing battery power announcement 
on Friday night during the storms.  We have been running on battery for over 
3 days. Next time the repeater acts funny, remeber the circuit breaker.
