Hi Phil,

NCE is "Non-Commercial Educational"......schools, universities, religious broadcasters.

The FCC has a filing window open now....it may have just closed.

I cannot believe how many filings there have been.....I think they are really going to be shoe-horning the stations in on the band....but with directional FM antennas now....maybe they will all fit. I know WARU FM at 101.9 is using a directional FM antenna...they are directional toward the north of Roann where the tower is located.

The religious broadcaster in Rochester WKQV 88.5 FM currently broadcasts with 250 watts....but they are upgrading to class B1 at 25-thousand watts and switching frequencies from 88.5 to 88.7 and will be broadcasting from a tower on the North West side of Silver Lake in Koscuisko County....their city grade siganl will just barely cover Rochester which is the city of license.
