Hi All,
I see the confusion continues. John Johnston (W3BE) of the FCC is on
record saying that only a ham licensed to operate on the band / mode in
question can operate a transmitter. Johnston has also stated that the
ARRL (or any other entity) has no legal ability to override FCC rules
for field day operations. So another ham just being present is not
sufficient for true compliance according to the FCC. It's like any third
party operation.
I know the likelihood of ever being caught is remote, but I do like for
us to be as legal as possible. We teach by example.
