To All County EMA directors and Amateur Radio Operators



Guidelines for the Indiana RACES Semi-Annual Test. To be conducted on
July 26, 2008 (SAT) at 1400 UTC (9:00--10:00 local). These guidelines
are the same as the January test. For this test we will NOT use 6 or 60
meters. 



WILL YOU BE READY??? This test format will be the way initial contacts
will be made to the State EOC via Amateur Radio. These test procedures
will allow the county EMA Director and his/her local amateurs to use
whatever means they have to their discretion using the frequencies and
modes listed below. County EMA Directors are encouraged to check in to
as many frequencies as possible for the test. Results will be posted on
the State website. The State will have the EOC up and running
monitoring the test frequencies listening for check-ins. When checking
in please report the number of checkins from your local nets if any.
For Test purposes only, please use the telephone as a last resort to
check in. For those with packet stations there will be a check-in via
packet on Operators are encouraged to use relays with other counties to
insure checking in. Lets all do our part to have a great turnout for
this test.



PROCEDURES



The State EOC (IDHS Ham Team) will be monitoring on the following Frequencies during the testing times:



1.	3920 kHz LSB    up or down around QRM 

2.	7298 kHz LSB    up or down around QRM 

3.	NO 6 Meters for this test 

4.	146.52 FM Simplex                (relay thru other counties if needed) 

5.	 440 MHz will be thru the W9WIN Repeater system (Check W9WIN.ORG for local area frequencies.)  Echo link connection nodes are N9UMJ-R or 338340 on the W9WIN System. 

6.	Echo link in South Central Indiana will also use the Columbus 146.490 repeater-using node 296563, or   N9KVX-L. 

7. 3.580 kHz PSK31, USB, Stream at 800 Hz, copy message traffic and
relay receipt of message on above frequencies or email to KB9RDS at arrl
.net with PSK message. 

8. As an experiment, if you have a packet station, send a packet email.
In Subject line, put State Test. and all info in message section as if
checking into one of the HF frequencies as a county checkin. (This is
not HF Packet, but the "store and forward" packet system, if
available." Packet email is W9DEW at K9CTB. This can be mailed anytime
Saturday. 

9.	LAST RESORT,   use the Telephone (317) 233-3681



Keep in mind that Amateur Radio Communications could be requested just
to handle the overflow message traffic or damage assessment including
digital modes, helping to prevent any communication shortfalls. Once
IDHS EOC is notified of a communication request. The IDHS Ham Team
would follow the same procedures used in this Indiana State Wide Test.

** The Wide Area coverage repeaters can have up to 100+ miles coverage even though the repeater may not be in your county,
you may sill have coverage.
** These systems are linked and a pause time of (3) three seconds is required before and after transmissoins to allow for these
repeaters o link and unlink.
** No Individual or linked -L Echolink nodes are allowed to connect during to these repeaters during the test…ALL INDIVIDUAL
AND LINK -L NODES MUST CONNECT TO N9KVX FOR THE TEST!
