Michaels was injured in a hit-and-run accident while driving to the radio station on Wednesday 25 March. His automobile was t-boned by another vehicle, which then tried fleeing the scene. Michaels remains in the hospital with multiple injuries (five broken ribs, broken collarbone, broken pelvic bone, bruised kidney, and a concussion), though he should be home soon. Michaels is also afternoon host on WQHK-FM ("K-105") and that shift is being handled for now by K-105 OM Rob Kelley. A "get well" e-mail would be most appreciated by Michaels here. Michaels will be off work for at least the next four to six weeks. Chris Larko's duo of stations - Oldies/WBZQ (1300am, Huntington) and Hot AC/WMYQ (101.1fm, South Whitley) add "The Huckabee Report" on both stations at 9:00AM and on WMYQ at Noon and 5:00PM. Northcentral Partnership Radio's Urban AC/WUBU (106.3fm, South Bend) changes its directional pattern, aiming it now more to the southeast. That means a new antenna was added from the same tower site as before, on top of the City Center Building at West Washington Street in South Bend. This DA adds coverage into Mishawaka, Elkhart, and (rather unexpectedly) Benton Harbor, Michigan. This entire project was possible after the tower site move of Russ Oasis's Adult Hits /WVBB (106.3fm, Columbia City) a few years ago. Southcentral Sarkes Tarzian AAA/WTTS (92.3fm, Bloomington) debuted a new show - "Indy Underground" on Monday (30 March) from 10PM until 11PM. Any Amateur Radio equipment in the cruisers of unlicensed officers was removed by order of IMPD Chief of Police Michael T. Spears. According to the FCC, some IMPD officers were using the radios to supplement their normal communications channels, including using amateur frequencies for tactical communications during drug surveillance. As part of its inquiry, the FCC reminded the IMPD of the large number of tactical channels available on a secondary basis to police departments from the public safety pool of frequency allocations. "We are pleased that IMPD has put a stop to this unlicensed activity," said ARRL Regulatory Information Manager Dan Henderson, N1ND. "The investigation by the FCC, coupled with the expedient cooperation and correction of the problem by the IMPD, eliminates a situation that had raised serious concerns in the amateur community." Although there are areas of the country where achieving and maintaining emergency management agencies' respect is still a struggle, Amateur Radio's service during 9/11 and the major hurricane disasters of the 21st century has brought us a new level of respect and new opportunities at the national level. Being taken seriously as a resource comes with a price, however. It is a price that must be paid by individual volunteers, not in dollars but in precious personal time. When the federal government instituted the National Incident Management System (NIMS), it imposed a set of requirements on state and local emergency management agencies and their personnel. Affected personnel include not only paid employees of emergency management and related agencies but also volunteers such as those in volunteer fire companies, ARES, and RACES. If the emergency management agencies are to continue receiving federal funds, personnel must complete a number of FEMA training courses having to do with the Incident Command System (ICS) and NIMS. Individuals who do not complete the training will not be allowed to participate, even as volunteers. These FEMA courses are free of charge, available on line or sometimes in person at emergency management offices, and not particularly difficult. The courses are useful in familiarizing volunteers with the specialized vocabulary and principles of the Incident Command System and showing where communications fits into the ICS structure. This is valuable knowledge, because if Amateurs - particularly those in leadership positions - cannot "talk the talk" then authorities may well assume that we cannot "walk the walk." However, the required courses have little or nothing to do with the specific duties performed by Amateur Radio emergency communicators and may be time-consuming for the volunteer to complete. Just as many volunteer firefighters who have been on the job for decades resent being forced to take courses that they perceive as unrelated to their competency in fighting fires, many experienced ARES communicators have objected to being required to pass a set of government courses that they consider irrelevant and a waste of time. The obligation to pass a list of FEMA courses in order to be allowed to participate with an ARES group that serves emergency management is making it harder for ARES groups to recruit and retain volunteers. For amateurs whose participation in emergency communications is the main thing or the only thing in their Amateur Radio lives, taking these courses is not perceived as an imposition. But what about Amateurs with a less-fierce personal devotion to emergency communications? Most ARES volunteers and prospective ARES volunteers also have various other interests in Amateur Radio. Their desire to take part in emergency communications, no matter how sincere, exists in some kind of balance with their other interests. Being told they must spend part of the limited personal time they have to devote to their Amateur Radio avocation in taking jargon-laden courses could be the last words they hear on their way out the door. Like it or not, these formal requirements are here to stay and more may follow. At the national level, Amateur Radio has earned the respect we always wanted, bringing us closer to the emergency management establishment. The challenge now is persuading both casual ARES volunteers and experienced volunteers to meet the requirements that follow from being part of the system. This will not be easy. In Allen County, I'm expanding the role of ARES to get back to where it began - neighbors helping neighbors. I've initiated a community outreach program to bridge the gap between where we live and the EMA officials during an incident. My neighborhood of 660 homes is serving as a Beta test group. My neighborhood association Board of Directors has embraced a proposed neighborhood emergency communication plan based on individual families using FRS/GMRS radios to check into a neighborhood net during a disaster and then have volunteer licensed ham neighbors relay needs via the established ARES net. Our initial survey of people interested in participating netted 24 households and 5 neighbors are currently taking the Technician license course I'm teaching. As pointed out in the ARRL e-newsletter article, many hams won't go through the bother to take the FEMA training and work alongside EMA professionals, but I believe most hams would be willing to help their neighbors when a disaster strikes close to home. These hams need to coordinate with ARES and participate in nets so they can be a part of the solution rather than add to the confusion when a disaster occurs. They shouldn't need to take FEMA courses because they aren't planning to volunteer with govt/disaster relief agencies, but they need to know and practice emergency communications so they are familiar with efficient traffic handling under pressure. This group of hams who are willing to help their neighbors, but for whatever reason don't want to deal with professional EMA should feel welcome to join ARES and help during public service events and when their immediate neighborhood is affected by disaster. ARES could grow its ranks by inviting these hams rather than denigrating them as 'Amateurs with a less-fierce personal devotion for emergency communications'. At your next EMA Advisory Council Meeting my question would be, What is the status of the equipment orders? And if the excuse of time comes up then I would advise the Council that since this has been a issue in the past I volunteer to order the equipment for the Director since he does not "have the time". As far as VHF packet goes it is a relatively cheap local mode if it needs or intends to be something more then there will be more costs involved. Unless there is a flooded user base that can cover the voids with home stations rather than a medium or high profile standpoint. The fact that there is gobs of TNC's lying around not being used and with some interfaces being fairly cheap to purchase it is an option that we can easily utilize. It is not intended to be the answer for all things, just one of many. It is nice for local digital communications. I guess maybe that is why some people look at it different than me. I'm not looking at it as much as from the past ways of long haul communications as much as from the local/district standpoint. Use HF digital modes for that if you like. I want something to talk across the County etc from the Hospital to the EOC to the Shelter. If someone is located in a an area of low population of hams for example and to make things worse nobody else jumps on the bandwagon. And that one station has no way of connecting to the outside world then it will become real boring real quick for the lone station. I also see some problems from his description and it may having nothing to do entirely with distance. I will address those personally back to him as he as sent me a couple of seperate emails yesterday. If I can't help I will forward to others that maybe able too. Jerry, You are doing great and you should be applauded more for your efforts! Do not take the blame for me questioning the gentleman's timing. And so everyone knows it was not a personal attack but a query, thinking maybe he was a little premature on pulling the plug so soon. Again reread the posts and do not fly off the handle at the first go around. My thinking was maybe he was unaware of what was going on in the background east and southeast of him. Warsaw was temp at 25' and then pushed it up to high profile and Eric in Peru has been having some problems. Again just like you folks, I only know generally what is being communicated here. Let's share information so we know what is happening around us. Five out of seven counties in District 2 have voids, there is no medium or high profile Node or Digi in operation there at present. When I'm talking medium or high profile I mean 100' or more. There is nothing in Fulton,Marshall or St. Joe County on the air at present to help make the link between Elkhart,Kosciusko or Miami County to Starke,Pulaski etc. Eric's KF9NU-8 Digipeater at Miami County EOC has been switched around with different TNC's because of some issues. He does not have a Node chip from my understanding and with the TNC he is using right now does not have a mailbox there. But I believe at his home station he has or had KF9NU-1 for his mailbox but it is lower profile. Jerry can you get with Eric and see what you can do in regards to his node chip scenario if he is interested he has MFJ's only. Again I am of no help in regards to these, maybe one day I will brush up on them. Let me make this clear, the Group site here was started by the forsight of Bill WX9RUB was meant to be a discussion and information exchange site. It was not meant to be as well as amateur radio was not meant to be no man's land. And it was not meant for just a few people to handle all the issues, discussions and problems by themselves. I know I can only do so much and I only know so much just as any of you are the same at times also. I am no expert and do not pretend to be. There are people here on this group that know and have had much more experience than me when it comes down to packet. A big short-coming for me is MFJ for example. I am a Kantronics man so there you go. I realize that some people and questions etc. fall through the cracks sometimes no matter what or where. It happens to me and others and it will continue to happen. We are only human and we have other interests,responsibilites etc. Let's just try our best not to let it happen. Whatever certain areas or Districts are doing is from their own work and cooperation. This is all grassroots. If you are thinking that the stork is going to deliver a fully functional and fully equipped new born Node for you from the sky one night without your own work you might be waiting a while. Again not everyone is going to be the same or have the same results. I think the areas need to look for support from their own first because of distances and area details. We can do only so much via the keyboard, sometimes you need to be there with the equipment to see what is going on. We don't have ESP so you have to speak up and give someone from the group(this means all of us not just a couple of us)some time to respond. The school system plans on implementing local news, community programming, news about the school district, and will train new people who are curious about broadcasting as a career. Chevy Smith exits as newsperson at Federated Media's N-T/WOWO (1190am, Fort Wayne). Northcentral Artistic Media's Sports/WDND (1490am, South Bend) takes a brief hiatus, as they went silent earlier today. What now? First, their programming shifts to sister News/WPNT (1620am, South Bend) which drops its CNN Headline News simulcast. Second, the reason why 1490am signed off is because their tower (near Angela Drive on the campus of Notre Dame) needs to come down because ND is building a new hockey arena. The existing tower is rather new, as it was built in January, 2008, after strong winds knocked the original tower down on New Year's Eve (31 December 2007). The original tower had stood since 1970. Artistic Media is on the hunt for a new 1490am tower site. This process that may take "at least three months and perhaps up to a year," according to a published report in the South Bend Tribune. Central Calvary Chapel (Costa Mesa) Religious/WCJL (90.9fm, Morgantown) has applied to move city of license from Morgantown to Paragon (on IN-67, west of Martinsville), both within Morgan County. The COL change has no change to the power, transmitter site location, or directional pattern. LeSea Broadcasting's WHMB-TV (Channel 16, Indianapolis) revises its DTV plans, now proposing a move to DT channel 20 with 530,000 watts ERP on the same stick they use now (West 79th Street in Indianapolis). Southwest A translator trio is being sold. Mike MacIntosh's Horizon Christian Fellowship (San Diego) is selling W241AN (94.1fm, Washington), W234AU (96.5fm, Huntingburg), and W262AZ (100.3fm, Sullivan) to Mark Lange's The Original Company for $18,500. The sale includes translator sites at Huntingburg and Washington, but only the license for Sullivan (W262AZ). The FCC filing indicates that W231AN will rebroadcast Oldies/WQTY (93.3fm, Linton), while W234AU and W262AZ will both rebroadcast C&W/WWBL (106.5fm, Washington). The CW TV network affiliate in Evansville is being sold. Steven Roberts' Roberts Broadcasting Company is selling WAZE-TV/DT (Channel 19/DT20, Madisonville, Kentucky) along with three LPTV simulcasters: WAZE-LP (Channel 17), WJPS-LP (Channel 4), and WIKY-LP (Channel 5; all Evansville) for $50,000 to Bobby Tate's BGT Communications LLC. I will be going to Dayton the weekend of the regularly scheduled May CCARC meeting. My schedule at work also changes the weekend of Dayton. I will be available to attend a club meeting on May 20th, (a Wednesday) if that is when we can reschedule it. My new schedule should NOT interfere with the regular third saturday of the month regular meeting schedule. If you want to have the May meeting any other day during the week of May 18th...(other than Wednesday May 20th) I would ask someone else keep the meeting minutes and I will send them the April meeting minutes. The party runs from noon to midnight EDT (11-11 CDT) on 160 thru 10 meters SSB and CW. Certificates for each entry category, each Indiana county, each state/province/territory and each country will be awarded where significant effort or competition is evident and 12 plaques will be awarded for the winners in each category! In addition, this is a great chance to earn your "Worked All Indiana Award" in a single day! You can even get a certificate for working N9I, N9N, N9Q, and N9P (all four) and another certificate for working Bison Stampede special event station, W9UUU. The idea is for Hoosiers to work as many stations as we can, anywhere. Hams in other states try to work as many Indiana stations as they can. We count many points for contacts, and multiply our total points by the combined number of states, Canadian provinces, and Indiana counties that we work (see rules for details - www.hdxcc.org/inqp). Don't assume that because a county has a mobile's call in it that everyone who needs that county will get a chance to work it. Mobiles may just be "passing through", and many participants might miss them. A second, third, or even fourth mobile still can't work as many stations as one steady (but not necessarily loud) fixed station with a dipole. You can contact kj9c at iquest.net before Saturday to have your call included on the map. This is our chance to show the world that hams in Indiana are active and that we are darned good operators. If you can't operate HF, consider teaming up with another ham to go for the Multi-Single plaque. Or perhaps your club can operate in a pre-Field Day shakedown, or even collect enough individual member scores to win the Top Club Award.
