The meeting was called to order by Phil, W9lVY at 9:07AM. SECRETARY?S REPORT: The minutes of the January 17th,2009 meeting were read by Tom, KB9WSL. The minutes were approved as presented without additions or corrections. TREASURER?S REPORT: None. REPEATER: Dave, K9DVL reported that the amplifier on E-Bay that the club was interested in sold for a higher amount than had been authorized by the club to spend. Phil,W9LVY will look into buying another amplifier for 65 dollars plus 10 dollars shipping from another source. John,KB9SIR, installed a new circuit breaker on the 180 repeater. He also rewired the breaker and surge suppressor. So far, no action has been taken to buy a new repeater controller. A total of $468 dollars is available in the controller fund. FIELD DAY: Phil advised that Alvin Beckman has stated poles for antennas at the EMA could be set up during March. Tom, KB9WSL was named to be in charge of Field Day 2009. Help will be needed to organize the event again this year. OLD BUSINESS: Club members were again reminded that the club needs to be NIMS compliant in order to receive grants and to be allowed at the scene of any disaster incident. NIMS 100-200-700 and 800 are required. Tests can be taken on-line for free. Phil advised he will try to arrange of tour of the 911 center in Logansport. The 911 coordinator was open to showing the club around and integrating amateur radio in the 911 center. Phil will try to arrange a tour after the March club meeting. NEW BUSINESS: The North Central Indiana Ham-fest in Peru will be held April 19th at the Miami county fairgrounds. At least three CCARC club members are needed for set-up and tear-down again this year. Phil also reported that ?Carl and Jerry? books by John T Frye, W9EGV have been acquired and put into circulation at the Cass County Public Library. It was also reported that Alvin Beckman with the Cass County EMA is looking into getting a laptop computer for the radio club. John Flint, KC9MVQ, donated a Gordon West General class license study course to the club for use by those wanting to upgrade. Dave, K9DVL will have the materials if someone would like to borrow them to study. Chuck, N9PMW, advised he would like to acquire a tri-plexer for the club. He stated he would like to find a used one or buy a new one. A motion was made and seconded to allow the expenditure of up to 80 dollars for the tri-plexer. Motion carried. 50/50: $9.00 raised. Winner was Don, K9EQT. He donated his winnings back to the club. GOOD OF THE CLUB: There was some discussion about coming up with a plan to notify members regarding payment of dues. In recent weeks, leaders in Europe, Africa and the Middle East have proposed scrapping the current economic order and going to a single common currency. A story in yesterday's Moscow Times is creating quite a stir in particular. At the April 2nd meeting of world leaders in London (the G20), the Kremlin is reportedly set to propose a new global common currency system to replace the U.S. dollar as the international currency of choice. The story notes that "the Kremlin's call for a common currency is not the first in recent days. Speaking at an economic conference in Astana, Kazakhstan, last week, Kazakh President Nursultan Nazarbayev proposed a global currency called the 'acmetal' - a conflation of the words 'acme' and 'capital.' He also suggested that the Eurasian Economic Community, a loose group of five former Soviet republics including Kazakhstan and Russia, adopt a single noncash currency - the yevraz - to insulate itself from the global economic crisis?." "Nazarbayev's proposal...garner[ed] support from at least one prominent source -- Columbia University professor Robert Mundell, who was awarded the Nobel Prize in 1999 for his role in creating the euro. Speaking at the same conference with Nazarbayev, he said the idea had 'great promise.' The Kremlin document also called for national banks and international financial institutions to diversify their foreign currency reserves. It said the global financial system should be restructured to prevent future crises and proposed holding an international conference after the G20 summit to adopt conventions on a new global financial structure." Iranian President Mahmoud Ahmadinejad last week called for a single regional currency for 400 million Muslims in the Middle East. "The process of obtaining one single currency in the trade and exchanges among members, and in the next stages with other countries and neighbors, should be designed," the Iranian leader said March 11th. Libyan leader Muammar Ghadafi, recently elected leader of the African Union of states, is calling for a single continental currency for all of Africa and has persuaded 200 tribal leaders to call him the "King of kings." The BBC reported in February that Ghadafi "envisages a single African military force, a single currency and a single passport for Africans to move freely around the continent." Now comes a new story on this morning on the Reuters news wire: "U.N. PANEL SAYS WORLD SHOULD DITCH DOLLAR." "A U.N. panel will next week recommend that the world ditch the dollar as its reserve currency in favor of a shared basket of currencies, a member of the panel said on Wednesday, adding to pressure on the dollar," the story noted. "Currency specialist Avinash Persaud, a member of the panel of experts, told a Reuters Funds Summit in Luxembourg that the proposal was to create something like the old Ecu, or European currency unit, that was a hard-traded, weighted basket. Persaud, chairman of consultants Intelligence Capital and a former currency chief at JPMorgan, said the recommendation would be one of a number delivered to the United Nations on March 25 by the U.N. Commission of Experts on International Financial Reform. 'It is a good moment to move to a shared reserve currency,' he said." The "Euro" is the model many are looking to, in part because 20% of the world's foreign exchange reserves are already held in euros. Last year, the EU celebrated the 10 year anniversary of the creation of the "euro." These are curious developments given that scholars of Bible prophecy have long noted that according to the Scriptures, in the "last days" the world will see the emergence of an entirely new international financial architecture, complete with a single common global currency created and mandated by the leaders of Europe. The Bible indicates that eventualoly no one on earth will be able to engage in commerce without "buying in" to the new cashless system. The prophecy is found in Revelation 13:16-17, which reads: "And he [the world leader that emerges from a revived Europe] causes all, the small and the great, and the rich and the poor, and the free men and slaves, to be given a mark on their right hand or on their forehead, and he provides that no one can buy or to sell, except the one who has the mark, either the name of the beast or the number of his name." Cynics and skeptics have long dismissed such talk as the province of "religious nuts" and "prophecy buffs." But the discussion is now being advanced by major world leaders. It's too soon to say where this will all lead, but these are certainly developments worth watching. Netanyahu has said from the beginning that he wants a broad, "unity" government rather than a narrow, partisan one. He believes that he made a mistake in 1996 not asking Labor Party leader Shimon Peres not to join his government. So now he's going the extra mile to invite Labor's current leader onto the team. Privately, he has offered Barak the opportunity to stay on as Defense Minister, and has offered key positions to other members of Labor. Personally, I hope Barak says yes, not for partisan political reasons but to unify the country in the face of the threat of Radical Islam. I met Barak once at the King David Hotel in Jerusalem and I have come to like him. True, he was not an effective Prime Minister. In 2000, he made a serious error of judgment. He gave away southern Lebanon for nothing. In 2006, Israel paid for that error, receiving 4,000 rockets and missiles from Hezbollah as a "thank you" present. Political leadership has not been Barak's strong suit. Still, he was an amazing general - one of the most decorated in Israel's modern history. He helped rebuild the IDF after the 2006 debacle (which he was not in government for) and led a brilliant campaign into Gaza in January (which PM Olmert ended too quickly). Most importantly, Barak understands the Islamic revolution. He understands the existential threat Israel faces now from the ayatollahs in Iran who are feverishly trying to acquire or build nuclear weapons and the missiles to deliver them. Bibi could really use him at his side. The challenge: the Labor Party's rank and file membership - as well as some of its top officials - can't stand Netanyahu. The party is filled will "ABBs" - people who want "Anybody But Bibi" to lead Israel. So it's not clear by any means that Barak can persuade Labor to accept Netanyahu's generous offer. What has become clear in the last 24 hours that Barak wants to accept Bibi's offer. To his credit, I believe he sees it as his patriotic duty, not a matter of partisan politics. He knows the future of his country is on the line, and like the good soldier he has always been, Barak wants to suit up and help. Please pray faithfully for Messrs. Netanyahu, Barak and their advisors. Pray for wisdom. Pray for unity. Pray for clear vision and courage to do the right thing. The deadline to submit the final coalition is Sunday at 3pm local time. Netanyahu could ask for a two week extension, but he has indicated he does not want to. Let's pray he can finalize a broad, stable, "unity" government quickly and get on with the urgent business of governing right away. Whiting, who lives in St George, Utah, and Kluxdal, who lives in Mesquite, Nevada, took two vehicles that day. According to Whiting, they always take two vehicles, just in case a problem pops up: "We always have two spare tires, extra gasoline and a tow rope. We take enough food and supplies to stay two or three days." In addition to the extra equipment, Whiting took the one thing he never goes without -- his ham radio. "It was a bit after lunch, about 73 miles into our trip," Whiting told the ARRL," when we were flagged down by a man wanting to know if we had a satellite phone, since he couldn't get coverage on his cell phone." Whiting didn't have a satellite phone, but he asked the man if this was an emergency. Whiting said that the man told him that one of his friends had been injured when her ATV rolled on top of her. "I told him I could call for help on my ham radio," he said. The injured woman was knocked unconscious by the fall, but had regained consciousness and was speaking coherently, but was in pain. "I picked up my mic and put out a call on the 146.910 repeater, one of four repeaters run by Dean Cox, NR7K," Whiting said. "I called for assistance a couple of times when Mac Magee, N6LRG, in the Arizona Cane Beds, answered." "Mac lives about 50 miles away from the accident site," Whiting said. "It's funny -- it's usually Washington County hams who are on the repeaters, since that's the direction they're pointed in. But Mac lives in Mohave County. And the accident happened in Mohave County. We were lucky, since if the call was answered by a ham in Washington County, there would have been a delay in them getting the info to the proper authorities in Mohave County, but with Mac answering, all our information went right to the proper place." That morning, Magee told the ARRL that he came into my shack "and for some reason, turned on the 2 meter rig and it happened to be on the 146.910 repeater. I usually have a problem with the repeater 'hearing' me, so I rarely use it. About 11:20 Arizona time, I heard someone call and say they had emergency traffic and needed help. I fully expected a bevy of hams to answer the call, since so many are in range of that machine, but after his second call, and no answer, I took it." Magee said that the calling station had been flagged down by another motorist. "He told me there had been an accident in the vicinity of Poverty Mountain," he said. "I really had no idea where that was, but I began to write down details. As soon as I had basic info, I called 911. The Mohave County Sheriff Office answered; I explained who I was and what the call was about." The dispatcher asked Magee for the coordinates to the site, and Magee relayed the request to Whiting. "I looked at my GPS and gave Mac my coordinates, but he said the dispatcher wanted the coordinates from the accident site," Whiting said. "So I got in my 4-wheel drive and drove down the ridge to the site, about 5600 feet above sea level, and got the coordinates. I had to drive back to the ridge, another 1000 feet up, to call Mac back, because I couldn't get a signal down there." Whiting told the ARRL that in addition to his ham radio, he also carries a set of FRS radios. "I gave one of the FRS radios to Todd and he drove his Jeep down the ridge to the accident site," he said. "I kept the other one and Todd was able to relay me information about the injured woman's condition and I was able to relay that information to Mac who in turn relayed it to the 911 dispatcher. Mac put the mic right up to the phone so the dispatcher could hear exactly what was going on." Magee said the 911 dispatcher requested more information: "While Hal was replying, I held the phone up to my radio speaker. When he finished with the details, I asked them if they copied that. The dispatcher said he did, and they held me on the line. Hal and I talked a while as he gave more data. When the dispatcher returned, they said a chopper was being dispatched from Phoenix! Well, we finished that call after they had the actual accident site GPS coordinates that Hal had passed on." With emergency help on the way, Kluxdal returned to the ridge and he and Whiting and his group went on their way to go check out an airplane crash site, the original intent of their trip. "The family members told us to go on and get on with our trip, so we did, after making sure they were all okay," Whiting said. "So we left to go to the crash site, about 3-4 miles away. As we were getting ready to return, we saw the helicopter overhead, taking the injured woman to the hospital in Las Vegas. We returned to the top of the ridge and a sheriff's deputy was there and he told us that our GPS coordinates were off, but only by 20 feet! He said that the helicopter crew was real happy that they were so on-target." Whiting said they were glad to have been able to help. "This is a remote area," he said. "There's only one way in, one way out with no shortcuts to get in and out. There are only dirt roads, and it can get very muddy when it rains a lot. I was out that way two weeks ago and got stuck in the mud there, but it was all dry this past weekend." Whiting said he learned a few things after this trip: "I am glad I had my radio equipment with me, and I am glad there was someone listening on the repeater to take the emergency call. Having the spare FRS radios created an efficient means for relay with a non-ham person, and having the GPS equipment provided a very effective means for the helicopter rescue team to locate the accident, since they did not want the road designation information but the exact patient coordinates. It would have been useless to have my equipment if there had not been someone listening. This proves that there is a good reason to keep your radios with you and in good operating condition." Whiting, who was first licensed in 1976, is the ARES Assistant Emergency Coordinator for Washington County. A CAD Manager and Aerial Photographer for Bulloch Brothers in Mesquite, Nevada (he and Kluxdal are co-workers), he is currently teaching an Amateur Radio licensing class to 13 prospective hams at the Dixie Regional Medical Center in St George. Magee said that before this incident he had never been involved in an actual emergency. "I have established emergency communications networks, in particular for the LDS Church in Newbury Park, California, where I was the Stake Emergency Communications Coordinator." He told the ARRL: "Our communications group won the first worldwide test of the system back in the late 1980s. This is like ARRL Field Day, but involved mostly LDS members and facilities, then under the name of Mercury Amateur Radio Association (MARA) . I feel very pleased in knowing that I had the opportunity to serve in this rescue incident and that every penny I spent on my system, radio and antenna was certainly worth it. The motion also included wording that should there not be quite enough in the controller fund for the controller package, that funds from the general fund would be used to make up the difference. FIELD DAY: Tom, KB9WSL reported that Chuck, N9PMW, had forwarded information to him regarding Field Day. Tom stated he would need assistance in planning the event this year. The entire field day packet from ARRL has been downloaded by Tom and he will review the information. Chuck will forward additional information he has to Tom. Bob, K9AWH, reported that the EMA trailer may be sold. The County is asking EMA to reduce it?s inventory of equipment due to insurance costs. Bob stated he thought the trailer would be available for Field Day. Chuck stated if the trailer was not available it should pose no problem as tables could be set up in the EMA garage to house stations for Field Day. It?s anticipated the Club will operate 2-F for field day with a GOTA Station as in the past. Lori the director was invited to attend Field Day. She seemed really excited to do so. She also stated she would try to get the 911 dispatchers to visit Field day this year. She was also told if she or dispatchers wanted to become licensed as hams that the club provides testing. During the club meeting Bob, K9AWH had stated that he feels the club has become stagnant. On my way home from the tour, I thought perhaps if the 911 dispatchers would like to become licensed hams, maybe the club could do a study class for Tech license and get the dispatchers licensed, perhaps one or two Saturdays for a few hours would do it. Mancuso sought to increase the question pool from 10 times the number of questions on an exam to 50 times more questions. On March 19, 2009, the Commission notified Mancuso that it was denying his petition. In his 2008 petition, Mancuso claimed that the current question pool is too easy to memorize and "that there has been a significant increase in the number of Amateur Radio operators receiving their licenses over at least the last decade or more who do not appear to possess the knowledge indicated by the class of license that they have received. Most discussion about this topic, both on the air and on Internet forums, generally refers to these widespread observations as the 'dumbing down' of Amateur Radio. It has been widely assumed that the cause of this observed situation is based upon the subject material addressed by the license examinations, that the material requirements specified for the examinations does [sic] not meet some minimum level of knowledge expected by some or many in the Amateur Radio community." The FCC pointed out to Mancuso that each applicant for a new or upgraded Amateur Radio operator license "is required to pass a written examination in order to prove that he or she possesses the operational and technical qualifications required to perform properly the duties of an amateur service operator licensee, i.e., that he or she is qualified to be an amateur service licensee." The Commission summed up Mancuso's petition, saying, "You argue that the current question pool size is no longer adequate, because online practice examinations enable examinees to memorize a question pool without fully comprehending the subject matter being tested. Consequently, you propose to increase the size of the question pools, in order to hinder memorization." The Commission concluded that Mancuso did not present grounds for the Commission to amend its rules: "As noted above, the purpose of the examinations is not to demonstrate an applicant's comprehension of certain material, but rather to determine whether he or she can properly operate an amateur station. Moreover, your contention that there has been 'a significant increase in the number of Amateur Radio operators...who do not appear to possess the knowledge indicated by their class of license' is not supported by any data or facts." The FCC pointed out to Mancuso that the Commission's Rules only dictate the minimum number of questions for each question pool for the three Amateur Radio license classes. This, the Commission told Mancuso, "does not prevent the National Conference of Volunteer Examiner Coordinators (NCVEC) from increasing the number of questions in a question pool should it decide that this is appropriate. In response to a request for a Declaratory Ruling on this issue from the Northern California Packet Association the FCC says that when a receiver and transmitter are tied together as a repeater it is a repeater. Box K Sunnyvale, CA 94087 Re: Petition for Declaratory Ruling filed December 5, 2007 Dear Mr. Mitchell: This is in response to the petition for declaratory ruling that you filed on December 5, 2007, requesting that the Commission clarify the definition of a repeater in the amateur service rules. A repeater in the amateur service is defined as ?[a]n amateur station that simultaneously retransmits the transmission of another amateur station on a different channel or channels.? You seek clarification of whether the word ?simultaneously? in the definition refers to the signal information being retransmitted, or to the fact that the receiver and transmitter must both be active at the same time while acting on the same signal information. Section 97.205(b) of the Commission?s Rules specifies the bands on which amateur repeater stations may operate. You state that some amateur radio operators are operating on bands other than those set forth in Section 97.205(b) with systems that are essentially voice repeater stations, but that digitize and retransmit the user's voice, on the theory that because there is a small delay in retransmitting the signal of another amateur station, the signal is not ?simultaneously? retransmitted and, therefore, the system is not a repeater. Prior to 1994, a repeater was defined as "[a]n amateur station that automatically retransmits the signals of other stations." The Commission revised the definition in order to clarify that certain accommodations for message forwarding systems do not apply to other operating activities such as repeaters and auxiliary stations. The Commission proposed to define a repeater as ?[a]n amateur station that instantaneously retransmits the transmission of another amateur station on a different channel or channels,? but ultimately replaced ?instantaneously? with ?simultaneously? because commenters noted that there is always a small propagation delay through a repeater. As one commenter explained, ?The word ?simultaneously? in this case means that the repeater is receiving and transmitting concurrently, whereas each signal might be slightly displaced in time between receive and transmit." To be able to repeat another station's transmission, a repeater must be able to receive a transmission from another station and retransmit it. Because the word "simultaneously" in the definition is used to modify "retransmit," we believe it refers to a repeater station's transmitter being active when retransmitting the signal received by the repeater station?s receiver from another amateur station. We conclude, therefore, that ?simultaneously? as used in the definition of a repeater refers to the receiver and transmitter both being active at the same time. Accordingly, IT IS ORDERED that, pursuant to Section 4(i) of the Communications Act of 1934, as amended, 47 U.S.C. ? 154(i), and Section 1.2 of the Commission?s Rules, 47 C.F.R. ? 1.2, the Petition for Declaratory Ruling filed on December 5, 2007 by Gary R. Database Team Updates >From Eric Carlson, Lead Database Administrator and Manager The RR Database continues to expand its coverage of conventional and trunked data around the world. Additionally, we are continuing to supplement existing data with alpha tags, function tags and geographic tags. All three types of "tags" are intended to make it much easier to program scanners via computer software. If you see missing tags in any area of the database, please let us know what we're missing by clicking the "Submit Info" link on the toolbar at the top of any page. Also, you may have noticed we are now tracking Project 25 trunked system zone IDs separately from site IDs and also showing all trunked site IDs in both decimal and hexadecimal format. These enhancements allow us to properly track site information and help mitigate confusion that arises from different scanners showing site IDs in different formats. In addition, we've heard from many asking "Where have input frequencies gone?" in the new release of the database. Don't worry, they are still present. You can enable viewing of input frequencies by choosing the "Enable Input Frequencies" option at the top of any frequency list in the database. The database administration team is also steadily moving toward standardizing the database organization across all regions. We are developing internal standards and documentation to facilitate a consistent structure to the database as you browse from region to region. Please bear with us as we continue to improve the quality of the database. The database administrator "handbook" will be posted shortly for you to review if you wish to see exactly what our policies and procedures are. Wiki Team Updates >From Mike Agner, Lead Wiki Administrator and Manager We have heard a number of comments about how the wiki is very difficult to navigate, and how the current Wiki homepage is cumbersome. While we tend to agree, it does link to and categorize a number of topics. As this is being written we have well over 1200 articles making it the single largest radio related wiki in the world. With the new implementation of 4.0, a new dropdown menu structure has been implemented for navigation. If you examine the blue toolbar at the top of each page, you will see a "Wiki" menu item in the center of the toolbar. The topics in this dropdown menu are good starting points, and far simpler to navigate than the huge first page. From time to time, we may move topics in and out of the dropdown menu to give a little variety to what is presented. Your suggestions as to what topics you would like to see presented are solicited. In addition, some months ago, with a release of a popular freeware software package for the Uniden DMA scanners called FreeScan, a user manual was developed to advertise the package as well as to create a user-maintained reference manual. To the best of our knowledge, this is the first scanner software application to have its documentation placed into a wiki. Since the wiki is all user generated content, every RadioReference subscriber has the opportunity to contribute additional content to this online manual. Finally, don't forget that the Wiki can be edited by anyone with a RadioReference user account. You are encouraged to use the wiki to document local content, scratchpad information about a trunked system or communications network, or start your own reference source for something radio related.
